Ah-ha!  The problem, as always, appears to be that I am an idiot.  The
linuxdoc2docbook.dsl produces 3.0 docbook.  I had changed the line at
the top to:

<!DOCTYPE ARTICLE PUBLIC "-//Davenport//DTD DocBook V3.1//EN">

as opposed to:

<!DOCTYPE ARTICLE PUBLIC "-//OASIS//DTD DocBook V3.1//EN">

...which actually works.
